(1) The work, duties and powers of the National Natural Resources and Finance Commission shall be as follows:-
(a) Determining the detailed basis and framework for the distribution of revenue from the federal reserve fund among the Union, Provinces and local governments in accordance with the Constitution and laws,
(b) To make recommendations regarding equalization grants to be provided to the state and local governments from the federal reserve fund,
(c) Studying and researching and preparing the basis for conditional grants to be provided to provincial and local governments according to national policies and programs, standards, infrastructure conditions,
(d) Determining the detailed basis and framework for sharing revenue from the provincial reserve fund between the provincial and local governments,
(e) Recommending measures to improve revenue collection and meet expenditure responsibilities of Union, State and local governments,
(f) Analyzing macroeconomic indicators and recommending the limit of internal debt that can be taken by the Union, State and local governments,
(g) To review and recommend amendments to the revenue sharing base of the Union and State Governments,
(h) To determine and recommend the basis for determining the share of investment and return of Nepal government, provincial government and local level during the mobilization of natural resources,
(i) To study and investigate the possible disputes that may arise between the union and the province, the province and the province, the province and the local level and the local levels in matters related to the distribution of natural resources and suggest to work in a coordinated manner to solve them.
(2) The National Natural Resources and Finance Commission will make a recommendation to the Government of Nepal after carrying out necessary studies and research regarding the environmental impact assessment related to the distribution of natural resources.
(3) Other duties, duties and rights of the National Natural Resources and Finance Commission, the detailed basis to be adopted during the mobilization of natural resources or the distribution of revenue, the terms of service of the officers of the commission, and other arrangements shall be in accordance with the federal law.
